新时代做好农业科研院所创新文化建设的实践与探索——以中国农业科学院生物技术研究所为例

摘  要：
党的十九大明确指出,创新是引领发展的第一动力。农业科研院所的创新文化建设是提升科技创新水平的动力源泉。面对新的历史机遇和发展要求,农业科研院所要以创新文化建设为抓手,积极营造创新环境,为科技创新提供强有力支撑。文章以农业科研院所创新文化建设实践经验为例,分析了创新文化建设的重要意义,总结了一些好的做法和经验,提出了加强创新文化制度建设、加强创新团队建设及加强科研学风道德建设等加强农业科研院所文化建设的建议,以期为相关单位提升创新能力提供有益借鉴。

摘  要：
The 19th National Congress of CPC clearly pointed out that innovation is the primary driving force for development. The construction of innovative culture in agricultural research institutes is the source of driving force of promoting scientific and technological innovation. In the face of new historical opportunities and development requirements, agricultural research institutes should take the construction of innovative culture as the starting point, actively create a good environment for innovation, and provide strong support for scientific and technological innovation. Taking the practical experience of innovative cultural construction in agricultural research institutes as an example, the significance of the construction of innovative culture was analyzed in the paper. Some good practice and experience was summarized. Suggestions were put forward, i.e., strengthening the construction of innovative culture system mechanism, strengthening the construction of innovation team and effective way to strengthen scientific research atmosphere of moral construction, etc. This will provide useful reference for agricultural research institutes to improve their innovative ability.
