我国是一个耗纸大国,木浆纸市场需求量愈来愈大,木质纤维原料十分短缺,国家每年都要十出大量外汇进口木质造纸原料或木浆纸。基地林是我国发展民族造纸工业、保护生态环境、调整林业产业结构的必要举措,且我国的纸市场正以每年１０%的速度发展,木质造纸原料和木浆纸市场潜力巨大。

摘  要：
Every year, lots of foreign exchange is paid to import woody fiber material which is serious shorting in China. In order to develop national paper-making industry, protect ecological environment and regulate forest structure, it is necessary to establish forest base.
