入世后我国粮食安全立法的反思与未来战略

摘  要：
我国粮食安全对我国及世界的稳定与发展均有重要意义。入世以来,我国粮食安全的规则与理念深受WTO的影响,但粮食安全观未体现两个市场的观念;立法策略缺乏对WTO规则的辩证转化;以粮食安全基本法为核心的立法体系尚未有效建立,这是我国缺失粮食安全战略的主要标志。应通过树立国际化的粮食安全观、优化立法、构建国内粮食安全法制等综合措施完善我国粮食安全立法未来发展战略。

摘  要：
The food security of China has great significance for the stability and development of both China and the world.Since joining the WTO,the rules and ideas of Chinese food security are impacted by the WTO.However,the food security concept does still not embody the concept of the two markets;legislative strategies lack the dialectical transformation of the WTO rules;legislative system based on the Food Safety Basic Law has not been effectively established,which is the main indicator of the lack of food security strategy.It is the time to establish international food security concept,to optimize the transformation method of the WTO rules,to enhance the right of agricultural negotiations,to build the legal system on food security,and to improve the food security strategy of China for future.
