脆弱性视角下气象灾害对农村贫困的影响分析

摘  要：
【目的】研究气象灾害对贫困农户的影响,有利于更好地引导贫困农户增强抵御气象灾害的能力。【方法】利用全国592个贫困县53 271个农户两年贫困监测调查数据,运用Logit模型,首先分析了气象灾害对农户收入的影响,然后分析了气象灾害对农户消费和贫困的作用机理。【结果】水灾、旱灾、冷冻灾害和风灾对贫困地区农户收入和消费有明显的负向影响。同时,还发现气象灾害对贫困地区农村家庭的农业收入和非农业收入有双重抑制作用。各类灾害的发生明显提高了贫困发生率,加深了贫困程度。【结论】完善农业保险和生态补偿等有利于增强农户应对气象灾害能力的政策,对农村反贫困有重要意义。

摘  要：
【Objective】Studying the impact of meteorological disasters on poor peasants will help us to better guide poor farmers to enhance their resilience to meteorological disasters.【Method】Based on the two-year poverty monitoring survey data of 53 271 farmers in 592 poverty-stricken counties in China and using Logit model,this paper first analyzes the impact of meteorological disasters on farmers' incomes and then analyzes the mechanism of meteorological disasters on their consumption and poverty.【Results】The results show that flood,drought,freeze disasters and cyclone had significant negative impacts on the income and consumption of farmers in poor regions.The paper also finds that meteorological disasters have dual negative effects both on agricultural income and non-agricultural income of rural farmers in poor areas.The occurrence of various types of disasters obviously raise the incidence of poverty and deepen the poverty.【Conclusion】Based on the analysis,the paper argues that the policies such as agricultural insurance and ecological compensation which help to enhance the farmers' abilities of coping with meteorological disasters,are of great importance for the anti-poverty of rural areas.
