解读生态立省 发展循环经济

“生态立省”就是坚持把经济发展、社会进步和保护、建设良好生态环境并重作为立省之本。发展循环经济,是对“生态立省”的正确解读之一。贵州省发展循环经济至少应当体现如下五点:实践反梯度理论,以求跨越式发展;坚持走新型工业化道路,创建两低一高经济增长新模式;应用发散思维,全方位建立经济、社会耦合共生系统;优选重点,落脚实处,干出一些看得见、摸得着的实事;精细谋划,精确试验,精准计算,快速实施。

摘  要：
The strategy of "Establishing Province by Ecological Way" emphasized the importance of harmonizing the economic development,social development and the environment protection, thus the development of the circular economy is one of the explanation for the strategy. The development of circular economy in Guizhou province should focus on the followings: Put into practice of the Counter Gradient Theory for the great - leap - forward development; adhere to the Neo - Industrialization and establish the" two - low and one - high" model of economic growth; apply the divergent thought to the construction of all - directional e-conomic and social co - developing system; Focus on the key task and make a visible achievement.
