摘 要：
欠发达地区随着经济的发展,经济与能源、资源之间的矛盾与发达地区相比更加突出,以有效利用资源和保护环境为基础的循环经济是实现中部欠发达地区经济社会科学发展的必然选择。黄冈市作为中部的欠发达地区,近几年在发展循环经济的探索方面做了一些有益的尝试,初步形成了具有地方特色的循环经济发展模式,但与发达地区相比仍然存在许多不足,如循环经济规模小、技术含量低、发展不平衡、政策措施不力等等。

摘 要：
With the economic development in the less developed regions, the conflict between economy and energy and resources became more serious, compared with developed areas. Recycling economy, based on the effective use of resources and the protection of environment, was an inevitable choice of the central underdeveloped areas for their economic and social development. As the center of the less developed regions, Huanggang city made some useful attempts in recycling economy in recent years. Some recycling economy development models with local features were formed. Compared with the developed areas, however, there was still some deficiency such as small scale of the recycling economy, low technological contents, uneven development, poor policies and measures, etc.
