建立合理的农业投入机制初探

摘 要：
作者对吕梁和临汾地区部分县的农业发展问题调查分析后认为,影响农业发展的主要因素是农业投入减弱,而农业弱投入的重要原因是农业投资主体内在动力不足和投入环境的非良性化,解决农业投入的措施是建立合理的投入机制,其基本内容为:①建立村民小组引导农户合理消费增加积累;②建立区域性农业发展基金组织,增强农业物质技术基础;③发展乡镇企业,以工补农;④建立村级劳动积累制度等。以此构成国家、集体和个人相结合的地方、乡镇、村委、农户多层次和多渠道的互激励强化的农业投入机制。

摘 要：
Having investigated and analyzed the problems of agricultural development in some counties of Linfen and Luliang districts,the author considers that the main factor of affecting agricultural development is reduction of a- gricultural Investment.This is mainly Caused by lacking power with the main body of agricultural investment and bad circumstances of Investment,to solve the problem,the proper investment ochanism should be formed.The basic contents of this mechanism are:1、setting up villager groups to guide the villagers Consuming ad accumulating properly,2、setting up regional cooperation of agricultural developing fund to intense agricultural basis of substance and technique.3、developing enterprises of villages and towns to benefit agriculture 4、Setting up accumulating rules of village work,etc.These basic contents forms the agricultural ivestment mechanism,combined by country、 collective、person,encouraged and incensed by many layers and ways of region town,village peasants family.
