介绍了日本森林组合历史沿革、基本特点、组织和管理系统、运行机制、最新发展动向。认为日本在森林组合的发展经验在6个方面对我国林业合作组织的建立和完善有借鉴作用:制定法律法规,保障合作组织规范化运营;及时出台扶植政策,引导发展方向;理顺各方关系,构建高效的管理体制;明确森林组合的公益性质,增强持续培育森林的能力;提高合作组织的素质,强化微观活力;扩大就业,稳定林业人员队伍。

摘 要：
Based on the introduction and analysis of the historical evolution, main feature, organization and management system of Japanese forestry combination, it could be seen that, the development experience from Japanese forestry combination could be used as a resource reference for building and completing China's forestry cooperative organization in the following six aspects.: the powerful legal assurance is the foundation of standard operation of the cooperative organization, having supporting policy promptly and leading the direction of development, smoothing all relationships and constructing efficient system of management, clarifying the commonweal characteristic of the forestry combination, strengthening continuing ability of cultivating forestry, improving the quality of cooperative organization, intensifying micro vitality, enlarging employment and stabilizing forestry staff.
