摘  要：
针对北京市水资源短缺、水污染严重的实际 ,提出了以水源保护为中心 ,构筑“生态修复、生态治理、生态保护”三道防线 ,建设生态清洁型小流域的水土保持思路 ,并结合实践对生态清洁型小流域建设的重点、目标和效果进行了介绍。

摘  要：
The paper puts forward train of thoughts of soil and water conservation for establishing three lines of defense of "ecological rehabilita-tion, ecological management and ecological protection" and ecological building ecological and clean-type small watersheds by taking water re-sources protection as the center in the light of the reality of scarcity of water resources and serious water pollution in Beijing Municipality. It also introduces the highlights, objectives and effects of ecological and clean-type small watersheds establishment through combining with the practice.
