摘  要：
随着城市化的进程,湿地成为城市生态系统消失最快的部分。为了加强城市湿地资源的保护与和谐人居建设,《湿地公约》通过了湿地城市认证系统的决议草案,我国也出台了《国际湿地城市认证提名暂行办法》。介绍了湿地城市认证系统的背景,解释了湿地城市的概念和内涵,梳理了国际与国内湿地城市认证的标准和程序。湿地城市认证系统在提升城市知名度,推动城市湿地管理,促进城市和谐人居环境建设上为我国城市带来了机遇。分析了我国城市湿地认证面临的挑战,需加强公众参与和科普宣教。

摘  要：
Despite its significant importance, wetland is becoming the most rapidly disappearing component of urban ecosystem along with the process of urbanization. In order to strengthen the nexus between wetland conservation and harmonious habitat construction, the Ramsar Convention passed a resolution that promote the Wetland City Accreditation. This paper introduces the background of proposing the Wetland City Accreditation, explains the concept of wetland city, and then demonstrates the criteria and procedure of the accreditation system. The paper analyses the opportunities of join the list of Wetland City, including the promotion of city image, the development of urban wetland management and construction of harmonious habitats. Likewise the paper analyzed the challenges associated with the application of Wetland CityAccreditation, including the enhancement of public participation and wetland environmental education.
