重庆市新农保基金筹集主体筹资能力的测算与分析——基于2009年15个试点区县的数据

摘  要：
通过对重庆市的15个试点区县的筹资主体的筹资能力测算,发现部分区县出现了地方财政筹资困难的问题。为了保障新农保基金及时筹集,从而确保新农保政策顺利实施,提出了重新构建中央政府与地方政府财政责任、合理划分地方各级财政的责任、积极完善基金的管理制度、着重加强政策执行力等政策建议。

摘  要：
Through measuring the capacity of the fund risers in 15 pilot counties and districts of Chongqing,it was found out that some counties and districts suffered from the difficulties in local financing.In order to guarantee the in-time fund raising of new rural endowment insurance and ensure its successful implement,it was proposed to rebuild the financial responsibility of central and local government,rationally divide the fiscal responsibility of local governments at all levels,actively perfect the fund management system and strengthening the policy implementation.
