企业管理视角下的海上溢油事故风险评估研究

摘  要：
海洋溢油事故按其成因可分为自然因素和人为因素两大类,以企业管理为研究切入点,通过调查问卷和专家咨询等方法将海洋石油企业生产管理工作中存在的人为因素分为组织管理层和生产操作层两类评价指标,按指标间的隶属关系逐级细化为管理者的应急处置能力、管理监督能力、沟通协调能力和生产操作者的学历程度、从业时间和创新能力等17个单项指标,以此构建了海洋石油企业溢油风险递阶指标体系。利用基于层次分析法的模糊综合评价方法对导致溢油事故的人为因素建模分析,分析结果将各评价指标的风险等级进行量化,便于企业根据风险等级及时排查安全隐患,以期降低企业溢油风险,确保海洋石油生产工作安全进行。

摘  要：
The causing factors of marine oil spilling disaster can be divided into natural factors and human factors.From the perspective of management,human factors which can be relatively controlled are divided into two types of evaluation index:organizational management and production operation.According to the affiliation between indices,they can refined into 17 single indexes including:emergency handling ability,management and supervision ability,communication and coordination ability of the managers and diploma degree,working time,innovation ability of production operators and so on.They consist of the oil spilling risk hierarchical system for marine enterprises.The article analysed the artificial factors through fuzzy comprehensive evaluation method based on Analytic Hierarchy Process.The quantitative numbers can provide powerful evidence for management and production of the enterprises.
