西北地区农村资源破坏及其产权制度建设研究

摘  要：
在对西北地区农村资源破坏概况描述的基础上 ,采用层次分析法确定所选取的各指标的权重 ,运用模糊综合评判法测定西北地区农村资源破坏等级的严重程度。基于制度经济学的核心内容与产权制度的核心地位 ,认为引发西北地区农村资源破坏的主要根源是农村资源产权制度的缺陷 ,并提出了西北地区农村资源产权制度建设的对策措施 ,即保护产权拥有、明晰产权关系、丰富产权内容、保障产权应用等。

摘  要：
This paper determine indexes chosen weighting by using AHP on the base of description on rural resources destroy in Northwestern and show the series destroy degree of rural resouces in Northwestern by the way of fuzzy algorithm. The main reason of rural resources destroy in Northwestern is the faults of rural resources rights institution for it's center status in institution economics. Put forward that should protect rights possessing, clear rights relations, make rights various and ensure rights running to build the rural resources rights institution in Northwestern.
