蔬菜水果产品价格波动与调控政策

摘  要：
本文研究了新世纪以来我国蔬菜水果产品价格波动问题和调控政策。果蔬产品价格波动主要表现为季节性波动、循环性波动和不规则性波动,价格长期上涨趋势也是其明显特征。蔬菜价格波动的最主要驱动是季节性和气候因素,流通中货币供应量的超额供给是价格长期上涨趋势的重要原因。城乡人口结构变化所引致的需求上升和果蔬生产及流通成本的上升也推动了价格的上涨。缓解蔬菜水果产品价格波动的主要任务是加强主产地基础设施建设,鼓励发展设施蔬菜和大中城市城郊速生蔬菜,控制货币供应量发行速度。政府调控应充分发挥市场机制作用,重点关注和调控异常的果蔬产品价格波动。

摘  要：
This study analyzed the characteristics and causes of fruit and vegetable products' price fluctuation since the beginning of 21 st century. One of the main characteristics of fresh fruit and vegetable products' price volatility is upward trend,which is rising significantly faster. Excessive money supply is the key reason why fruit and vegetable products' price show upward trend. Seasonal volatility is the main driving factor of vegetable price. In addition,demand change,which is brought about by the population structure change between urban and rural area,also is one of the factors contributing to fruit and vegetable products' price increasing. When regulating fruit and vegetable markets,it is important to control the increase rate of money supply,encourage the greenhouse and suburban vegetable development and enhance the infrastructure of fruit and vegetable main producing area. In addition,the role and functions of market mechanism should be emphasized and utilized in fruit and vegetable market. In addition,government should pay attention to fruit and vegetable abnormal fluctuation.
