摘 要：
“九五”期间我省林业四项贷款的实施,成为我省林业建设及山区综合开发的重要资金来源,并在林业生产建设、防治荒漠化工程及深入开展山区综合经济开发中发挥了重要作用,并取得了显著成效。经过不断实践的摸索,已逐步形成一套较为完备的管好用好林业四项贴息贷款的做法及经验,这就是:①领导重视,贷款管理组织健全;②主动取得银行、财政部门的支持与配合,保证贷款项目计划顺利完成;③根据林业和山区综合开发发展规划,选择贷款项目,建立项目库,集中资金保证重点;④健全日常管理制度,建立项目贷款档案。面对“十五”林业四项贷款合并为一项林业治沙贴息贷款新形势、新要求,提出了:①扩大宣传,规范工作;②加强贷款项目选择,突出贷款项目效益;③积极与银行、财政部门协调配合,确保贷款项目计划顺利实施。

摘 要：
During the Ninth Five Year Plan, four types of credit were one of the important fund resources and played an active role in forestry construction, desertification control project and comprehensive development in mountainous area in Zheiang province. It achieved remarkable success. During the execution of the work, experience was obtained for improving management of credit: 1. attentions focused by leaders, improving credit management; 2. Supporting and cooperating with banks and financial departments so as to ensure the implementation of the project; 3. Establishing database of projects in order to select among them according to development plan of mountainous areas; 4. Making files of funded projects. But in the Tenth Five Year Plan, four types changed to only one credit of sand control, suggestions were as follows: 1. Standardizing the procedures; 2. Selecting toward projects with good benefit; 3. Coordinating and cooperating with bans and financial departments for implementation of the project.
