东南沿海农地承包经营权连片流转探析——基于浙江、福建和广东三省的调查

本文通过对浙江、福建和广东等地农地承包经营权连片流转的调查,分析了东南沿海连片流转的优越性和潜在的问题,认为连片流转是走中国特色农业现代化道路的必然要求,但必须慎重对待,不能操之过急;龙头企业的作用功不可没,但要坚持农民自愿和双赢原则;政府的支持不可或缺,但要有"度";流转中介能有效促成流转,降低交易成本,但要加强规范。

摘  要：
The article makes a review of primary advantages of the massive transfer in Southeastern Coastal Regions based on investigating the massive transfer of contracting and operating right of rural land in Zhejiang, Fujian and Guangdong. Its smooth development must be explored further. The paper contends that the massive land transfer is a necessary requirement of the Chinese characteristic agricultural modernization path, but must be taken seriously and can not be rushed; Leading Agricultural Enterprises played an important role in the massive land tr4ansfer, but the principle of farmer voluntary and win-win should be insisted; supports from the government should be in place, but should have degree of limit; land transfer agency can effectively procure the transfer and decrease the transaction cost, but standardized administration should be strengthened.
