摘 要：
This paper expounds the major characteristics of agricultural resources in Xinjiang and the necessary conditions for establishing a national commercial base. It also indicates that paper product from forest is a commodity run shortage at the national market. Xinjiang is an ideal region for the State to establish production base for paper industry from forest. It also analyzes that paper industry from forest has long industry chain, high additional value, and low transportation cost for paper or paper pulp. Therefore, paper industry from forest is another strategic choice for big agriculture in Xinjiang.
