摘  要：
从供给侧改革的视角分析,制度供给短缺、资金供给短缺和服务供给短缺是目前中国公共图书馆、尤其是社区图书馆建设发展中存在和亟需解决的主要问题,而制度供给短缺又是资金和服务供给短缺根本原因,是问题的核心所在.理论和实践证明,政府是解决这一核心问题的责任主体,这也是中国特色社会主义文化自信工程建设的要求.

摘  要：
The main problems which need to be solved in the construction and development of public libraries in China from the perspective of supply side reform, are the shortage of institutional supply, funds supply and service supply. And the shortage of institutional supply, is the core issue, also is the direct and indirect cause of the lack of funds supply and service supply. Theory and practice have proved that government is the main body of responsibility for solving this core problem, which is also an inevitable requirement for the construction of socialist culture with Chinese characteristics and self-confidence.
