农业科研单位全面实现绩效预算的思考

摘  要：
农业科研单位是我国农业科技事业发展的主要科技力量,在为社会公益事业做出贡献的同时,科技投入的比例快速增长,社会对科技投入预算执行的效果也提出了更高要求。随着我国公共财政体制改革的不断深入,农业科研单位作为农业部门基层预算单位,推进绩效预算改革,解决现行预算体制存在的问题,满足社会公众需求,全面实现绩效预算将成为必然。本文在我国绩效预算改革势在必行的大环境下,对农业科研单位开展绩效预算的现状及存在的问题和优势进行了分析,提出了全面实现绩效预算的一些思路、做法及建议。

摘  要：
Agricultural research institutions are the major force in the development of agricultural science and technology in our country.While contributing to the social welfare,the proportion of investment in science and technology is rapidly growing,thus a higher demand about the effect of implementation of the community investment is also required.As the primary budgeting units of the agricultural sector,it's necessary for agricultural research institutions to promote the performance budgeting reform,and solve the problems of the current budget system,and meet the public demand and fulfill the performance budgeting during the public finances reform.Under the environment of imperative performance budgeting reform,this paper analyzes the current situation, the existing problems and advantages of performance budgeting in agricultural research institutes, and puts forward some ideas,practices and suggestions to realize the performance budgeting comprehensively.
