异质性人力资本与退耕还林政策的激励性——一个理论分析框架

摘  要：
基于农户人力资本与生产效率异质性视角,本文通过构建理论模型研究我国退耕还林生态补偿机制对异质农户的激励效果。研究发现,在异质性农户视角下,退耕还林补贴政策在退耕环节就可能出现局部失灵;对于还林环节而言,经济林需要更高的人力资本,并且由于转换成本的存在,使低效率农户更加倾向于选择生态林;从而异质性农户的还林决策受人力资本投资水平的影响。最后,文章提出相应的政策建议,包括多元化的退耕补贴、市场化的"碳汇"途径、增加非农就业机会以及合理的"助推"机制等。

摘  要：
Compensation of sloping-land conversion program is China's largest ecological protection project,and an important practice in establishing ecological compensation mechanism as well;but over the years the implementation of the "one size fits all"type of subsidy policy has not done much in motivating farmers to participate in ecological construction,the reason for which lies in the neglect of individual differences in farmers. In the light of this,the paper takes heterogeneous farmers as the starting point and revisits the behavior of returning farmland and afforestation of heterogeneous farmers,analyzing the real obstacles of returning farmland to forest policy and the problems of insufficient incentive and incentive misalignment caused by heterogeneous farmers;at the end,we propose the adjustment and optimization of the ecological compensation policies in China.
