农村信用合作社外生金融安排下的“合作制”困境

摘  要：
合作金融的产生是满足金融活动中处于弱势群体的融资需求而内生。我国由政府主导组建的农信社是外生的,难以实现合作制原则,严重损害社员利益。目前的农信社改革中政府热忱、经营者惴惴不安而农民淡漠。本文的研究目的是从社员在产权缺乏保障下与农信社的博弈预期,来解释现行政府操纵的信用合作社改革中的合作困境。重点提出社员不愿响应农信社改革增资扩股的博弈模型解释,并提出相应的政策建议:加快社员产权保障的立法,稳定农民预期;确认农村内生金融的合法性并鼓励自主组建农信社,严格按法人治理结构管理;现存的农信社应根据各地具体条件实行多样化的产权组织结构等措施。

摘  要：
The endogenous establishment of cooperative finance is to meet the credit needs of weakened group who engages in financial activities with disadvantage status. While the Rural Credit Cooperatives(RCC) in China were exogenously established under the administrative order of government, therefore it has never embodied the cooperative principles and caused the interest damage of the members of the RCC. At present, the government shows highly enthusiastic passion,the executives of the RCC show anxious and frightened and farmers show indifferent toward the reform of the RCC. The research purpose of this paper is to employ a game model, which happens between the RCC and its members lacking secure property rights, to explain the cooperative dilemma in the process of reform of the RCC under the governmental control, and furthermore it presents some advices on reform policy.The law of protecting farmers’ property rights must be legislated to stablize farmers respectation. The endogenous establishment of cooperative finance should be treated as lawful and cooperation-governanced.The existing RCC can be managed in varieties of property rights structure ,etc.
