摘  要：
农业进步、农村发展、农民生活条件改善都依赖于科技进步,而农业科技的发展离不开农业科技政策的支持。从农业科技政策、农村科技政策和富民科技政策3个方面对湖北省地方立法的科技强农政策进行了归纳和梳理,并针对现有的科技强农政策制定中存在的不足进行了分析和评价。

摘  要：
The progresses of agriculture,rural development and the improvement of the living standard rely on science and technology.The development of agricultural science and technology cannot succeed without the support of agricultural science and technology policy.The science and technology policies for strengthening agriculture from Hubei local legislation were reviewed in three aspects including agricultural science and technology policies,rural science and technology policies and science and technology policies for enriching the farmers.The shortcomings in the formulation of existing science and technology policies for strengthening agriculture were analyzed.
