摘 要：
在对地市级气象预报员的知识结构、品德、能力、业务素质和业绩等综合调研分析的基础上,运用统计学和管理学理论,采取统筹分类、量化定级等方法,系统地设计出一套预报员综合评价指标、评价方法和评价模型。评价指标由定性指标和定量指标组成,共分3个级别,含3项一级指标和20项二级指标。

摘 要：
Based on the analysis of comprehensive investigation to the knowledge structure,character,ability,professional quality and performance of the local forecaster,a set of comprehensive evaluation index,evaluation method and evaluation model of the forecaster were systematically designed by using the theory of statistics and management science. The evaluation indexes were composed of quantitative and qualitative indexes,divided into three levels,including 3 primary indexes and 20 secondary indexes.
