农村扶贫中的“非贫困户”寻租现象分析

摘要：

贫困作为3P(poverty,population and pollution)问题之一,历来备受人们关注,消灭贫困,既是一个世界性的重大课题,也是全人类共同面临的一项重要任务,而要减贫其关键在于正确的识别贫困人口,能否瞄准贫困人口,直接关系到扶贫政策的减贫绩效。文中针对目前农村贫困人口瞄准中的"非贫困户驱逐贫困户"现象及其产生原因进行分析,建立简单模型并提出相应措施。

摘要：

Poverty is one of the problem of 3Ps(poverty,population and pollution),which is always the concern,the eradication of poverty,is not only a major international issues,but also an important task facing all of humanity,however the key to poverty reduction is correcting identifying the poor and targeting the poor,pro-poor policies directly related to poverty reduction performance.This thesis aims at targeting the rural poor in the "non-poor households expulsion of poor households" and the reasons for analysis,a simple model and corresponding measures.
