基于METT的自然保护区管理有效性分析

摘  要：
对自然保护区进行管理有效性评估是提高自然保护区管理水平行之有效的途径之一。使用管理有效性跟踪工具,对广西全球环境基金(GEF)项目资助的自然保护区和未得到GEF项目资助的自然保护区进行跟踪评估,并用SPSS 22对评估结果进行分析。结果显示,GEF项目资金或其倡导的管理方法为自然保护区提升管理有效性提供了强大的助力,GEF项目自然保护区的管理有效性在6年中得到了大幅提高;GEF项目自然保护区管理有效性得分显著高于非GEF项目自然保护区;GEF项目实施前,项目自然保护区级别和管理水平不是其在GEF项目实施后管理水平的决定性因素;管理有效性跟踪工具各板块得分和总分相关性不大。最后,建议在自然保护区管理中,要大力提升管理者的能力,完善管理方法,更新管理理念;优先加强规划、过程和投入/过程等方面的工作,从而达到最大限度提升管理有效性的目的。

摘  要：
The assessment of management effectiveness on protected area is one of the best way to improve the management level of protected area. This research analyzes the tracking score of Management Effectiveness Tracking Tool( METT) of protected areas granted by Global Environmental Facility and non-GEF project protected areas using the SPSS 22. The result shows that the fund of GEF project and thought initiated by GEF project provides powerful assistance for the improvement of protected areas management in 6 years,and the GEF project protected areas achieved great enhancement; The score of management effectiveness of GEF project protected areas is much higher than that of non-GEF project protected areas; The management level before GEF project implemented doesn't impact the management level after GEF project implemented; The score of each part of Management Effectiveness Tracking Tool does not greatly related with total score. Suggestions such as enhancing the capacity of protected area manager,improving management method,strengthening the planning were made to achieve the maximum of management effectiveness improvement of protected area in the final part.
