内蒙古阿拉善盟退牧还草工程效益评价

摘  要：
内蒙古阿拉善盟是退牧还草工程的典型项目区,自2003年到2008年已实施了6期项目。结果表明:退牧还草工程的实施很好地改善了当地的生态环境;社会效益明显,地区经济和农牧民收入稳步增长;有力促进了当地劳动力的转移和产业结构的调整,为当地经济发展提供了新的思路与途径。但在生态移民的过程中,由于搬迁成本过高以及后续产业和政策的缺乏,对退牧户的安置不够彻底,导致部分地区出现"返牧"现象,退牧还草工程的成果难以巩固。

摘  要：
Alxa League where is a typical grazing withdrawal project application area in Inner Mongolia had been in force for six-year project from 2003 to 2008.The results showed that the ecological environment was improved after the project;the project maintained the steady increase of local farmers′income and local economy;on the one hand,grazing prohibition promoted the industrial structure change obviously and offered a new way for local economic development.However,high relocation costs and lack of follow-up industry and follow-up policy in the process of ecological emigration made the placement of retired herdsman not go far thorough and cause to the "back to grazing" phenomenon in some areas,so the results of grazing withdrawal will be difficult to consolidate.
