我国现代农业科技园区战略转型的路径研究

摘  要:
以我国158家国家农业科技园区的发展实践为基础,运用区域经济发展、系统演化、产业集群理论,分析了现代农业科技园区的演化周期,判断得出我国大多数现代农业科技园区处于由偏斜式发展向统筹发展演进的战略转型阶段。揭示了目标与功能冲突、体制与制度障碍、运营机制制约是当前阻碍园区战略转型的三大瓶颈问题。借鉴总部经济和服务经济理论,指出发展服务经济是突破园区战略转型瓶颈、推动园区演化升级的有效途径。

摘  要:
In this paper,the theories of regional economic development,system evolution and industrial cluster were used to identify the development stage of modern agricultural science and technology park. Judging from the above indicator system,the modern agricultural science and technology park in our country was in a strategic transformation period from a skewed development to a well-coordinated development. On the base of above judgment,it revealed the key issues that hindered the successful transformation of park,including the conflict of objectives and functions,the systematic and institutional barriers and the constraint of operation mechanism. By drawing lessons from Headquarters Economy theory and Service Economy theory,it was pointed out that the development of service economy was an effective solution to resolve the problems during the strategic transformation of park. Furthermore,it proposed some concrete countermeasures to promote the development of the service economy and the transformation of park from the perspectives of position shift of the service-oriented park,the establishment of operation-oriented service system and the spatial distribution of industry value chain.
