摘  要：
农村"三变"改革创新性地盘活农村自然资源、人力资源和经济资源。通过增加贫困群众的资产性收入,探索建立精准扶贫长效机制;深化农村集体产权制度改革,促进农业增效、农民增收和农村繁荣,实现扶贫开发由传统的"输血式"扶贫向"造血式"扶贫转变。基于安徽省阜阳市农村"三变"改革实践的调查,剖析农村"三变"改革的作用机制、实践模式、制约因素和优化设计,以期促进农村经济发展,助推精准扶贫长效机制的建立。

摘  要：
The rural "three changes" reform innovatively invigorates rural natural resources, human resources and economic resources, it explores the establishment of a long-term mechanism for precise poverty alleviation by increasing the asset income of poor people, it deepens the reform of rural collective property rights system, and promotes agricultural efficiency, farmers' income growth,and the prosperity of the countryside,which led to the transformation of poverty alleviation and development from the traditional"blood-transfer"poverty alleviation to the"hematopoietic"poverty alleviation. Based on the investigation of rural"three changes"reform practice in Fuyang City of Anhui Province, the paper analyzes the mechanism, practice mode, constraints and optimization design of rural"three changes"reform, with a view to promote rural economic development and promote the establishment of a long-term mechanism for precise poverty alleviation.
