农户参与灌溉管理行为层次的影响因素

摘  要：
采用江苏和河南两省893户农户调查数据,分析了参与式灌溉管理中3个规则层面的农户参与行为及其影响因素的差异。结果显示,用水协会成员的总体参与率为61.93%,宪政选择规则、操作规则和集体选择规则的农户参与率依次降低,但都在40%以上;影响农户参与行为层次性的因素主要是农户自身的因素,性别、非农劳动力比例、家有村镇干部、耕地质量、交通距离、灌溉技术是正相关因素,而其他水源、自然灾害和高产作物呈现出负向影响;随着农户参与行为层次的提高,耕地质量和其他水源的影响也在升高,而非农劳动力比例、交通距离、高产作物的影响逐步减弱,性别的影响先高后低,而灌溉技术的影响先低后高,家有村镇干部和自然灾害的影响主要在集体选择规则层面表现显著;地区差异是影响农户宪政选择规则层面参与行为的重要因素。

摘  要：
Based on 893 farmers' survey data in Jiangsu and Henan province, this paper evaluates the factors influencing farmers' participatory behavior on three regular levels of participatory irrigation management. The results show that farmers' participation rate is61.93% in all, decreasing in turn by constitutional actions, operational actions and collective choice actions. Some factors are positively associated with farmers' participatory behavior, such as gender, the proportion of non-farm labor in the household labor force, some family members are village cadres, cultivated land quality, transportation distance, irrigation technology, etc., others are negative influence factors including other water sources, natural disasters and high yield crops. With the increase of the rule level of institutional arrangements, the impacts of cultivated land quality and other water sources on farmers' participation behavior rise gradually, but the influence of the proportion of non-farm labor in the household labor force, transportation distance, high yield crops are decreasing,moreover, the influence of gender on farmers' participation behavior first rises and then falls, but the influence of irrigation technology just is opposite. The effects of family rural cadres and natural disasters are mainly significant in the collective choice rule level. Regional difference is important factor influencing farmers' participation behavior.
