摘要：

该文通过调查研究,对秦皇岛出口加工区的现状和存在问题进行了分析,认为产业目标定位不准、政府部门扶持力度不强是其发展缓慢的根本原因,提出了对其整合优化的若干建议。

Based on the investigation,the current situation of Qinhuangdao export processing zone and the existing problems are analyzed.This paper states that inaccurate industry target position and weak government support are the fundamental causes of slow development.And the optimization of the integration of several suggestions are put forward.
