中国森林公安保护森林与野生动物资源绩效分析

摘  要:
根据行为动机,可将目前中国大陆境内侵害森林与野生动物资源的违法行为分为获利型和满足型2类。2类违法行为的选择可能性除了具有共同条件之外还具有各自不同的条件。法治约束可有效弱化或消除2类违法行为的选择可能性,其中公安机关查处侵害森林与野生动物资源的警务绩效尤为明显。自20世纪80年代以来,中国森林公安在森林与野生动物资源保护中发挥了重要作用。针对目前侵害森林与野生动物资源严重违法行为仍未得到有效遏制的局势,中国公安机关将通过改革不断消除管理体制机制弊端,有效整合警力资源,进一步提升警务绩效,实施对森林与野生动物资源的有效保护,维护国家整体生态安全。

摘  要:
According to the motivations of behaviors, the illegal activities damaging forests and wildlife resources in mainland China at present can be divided into two categories, i.e., for economic interests and for satisfying demands. There are some shared conditions as well as different condition to bring out the two categories of illegal activities. Legal binding could effectively attenuate or eliminate the possibility of the 2 categories of illegal activities, among which the police performance to detect and deal with illegal activities is more conspicuous. The forest police have played an important role in protecting forest and wildlife resources in China since 1980 s. Faced with the fact that criminal activities to damage forests and wildlife resources have not been controlled effectually, the police will eliminate the shortcomings of the management systems, effectively coordinate the police resources and further improve police performance through continuous reform, which will ensure the effective protection of forest and wildlife resources and safeguard the overall ecological security in China.
