榆林地区生态环境建设考察研究

摘  要：
该文依据作者实地考察结果，首先介绍了考察概况，这次赴榆林地区考察的特点是：现场考察；注重典型；座谈讨论；提出建议。同时较详细地阐述了榆林地区在生态环境建设中取得的主要成绩与成功做法：综合治理规模宏大，成效显著；生态环境进一步建设的目标明确，规划具体，措施得力；五大工程，针对性强，意义重大；突出重点，发挥优势，重视了主导产业的开发和产业结构的升级换代；生态经济建设有了新的进展和突破；环境保护提到了重要的议事日程，并且加大了工作力度；领导重视，群众振奋。其次指出了存在问题；集中力量，突出重点；千方百计，提高标准；加大力度，以点带面；提高效益，巩固发展。最后提出了几点建议：重视水土保持型生态农业建设；制定优惠政策，促进尽快发展；推广典型经验，提高治理质量；一些对发展生产有益的具体建议。

摘  要：
Based on an investigation in Yulin region, Shaanxi province, a general report ispresented. Firstly, the main achievment and methods of constructions ecological environment in Yulin region were expounded in detail: (1) broad in scale of comprehensive harnessand remarkable swlless, clear plan and aims to further constructing ecological environmentand capable measures. (2) The five engineerings focused directly on the right points andwere of great significance. (3) With outstanding the important points and making full use oflocal resources, the local people had emphasized the developing dominant industries and enhancing the reconstructon of industrial structure. (4) The ecocogical economic constructionhad been developed and made break through. The environment restoring had been placed onthe first class agenda of local governments. (5) The leaders paid more attention on environment, and the mass were active. Then, some problems are pointed out: Centralizing thestrength, emphasizing the importances, improving the standards, intensing the power ofharness, extending experinces of spots to wide scale, improving the economic benefit andconsoliding the achivement. At the end, several proposals are also given: to attach importance to construction of soil-water-conservation style of ecological agriculture, to form andconduct favorable policy, to extend the model experiences, to raise the harness standards.
