退耕还林后续产业形成条件对乡村振兴的借鉴意义——以陕西省安康市为例

摘  要：
乡村振兴离不开产业支撑,从"生产要素理论"角度考察产业是实现乡村振兴和山区脱贫的突破口。陕西省安康市既是集中连片贫困区,又是生态脆弱的退耕还林区。退耕还林中形成了种植、养殖、旅游等一系列后续产业。通过对退耕还林形成的产业调查发现,后续产业形成一般应具备3个基本条件:自然条件、市场前景和政府扶持。这些条件对贫困区与生态脆弱叠加区乡村振兴实现产业兴旺具有十分重要的意义。

摘  要：
Rural vitalization cannot be separated from industrial support. Inspecting industries from the perspective of "production factors theory" would be a breakthrough to realize rural vitalization and poverty alleviation of mountainous areas. Ankang city of Shaanxi province had concentrated poverty-stricken areas and also ecologically vulnerable returning cropland to forest areas. A series of follow-up industries, such as plantation, aquaculture and tourism, had been formed in the returning cropland to forest program. Through an investigation into such industries, it was found that generally three basic conditions should be available for the formation of follow-up industries: natural foundation, market prospect, and government help. These conditions provided an important reference for fulfilling the task of thriving businesses in the rural vitalization strategy of property-stricken and ecologically vulnerable areas.
