上海市农业生产效率评价研究

摘  要：
农业作为乡村振兴的经济基础及核心动力,对农业生产效率的评价研究,有助于政府在宏观层面更好地指导农业生产经营活动和调整农业产业布局。基于2003—2016年上海市农业数据,运用DEA-Malmquist模型对上海市农业生产效率进行评价研究。结果显示:上海市农业生产效率处于较高的水平,且总体发展呈现波动性上升的趋势,规模效率整体低于纯技术效率,技术进步变化低于纯技术效率变化及规模效率变化,并逐渐向后者趋同。结果表明:纯技术效率变化与规模效率变化一致,上海市一系列科技支农等政策有效地促进了农业科技与农业产业的结合。虽然上海市农业产业结构调整对农业生产率有一定负向影响,但随着农业技术进步变化的回升,农业生产效率有反弹回升的趋势。由此提出维持科技支农等政策的稳定性及持续性、加大新型农业经营主体培育力度及推进高质量品牌农业产业链协调发展等政策建议。

摘  要：
As the economic foundation and core driving force of rural revitalization,the evaluation of agricultural production efficiency could help the government to better guide agricultural production and management activities,as well as adjust the agricultural industry layout at the macro level.Based on the 2003—2016 Shanghai Statistical Yearbook,the DEA-Malmquist model was conducted to evaluate the agricultural production efficiency in Shanghai.We find that the agricultural production efficiency in Shanghai is at a relatively high level,and the overall development shows a trend of increasing volatility.The overall scale efficiency is lower than the pure technical efficiency,and the technological progress is lower than the pure technical efficiency change and the scale efficiency change,and gradually converge the latter.The results also show that,first of all,pure technical efficiency changes are consistent with changes in scale efficiency,indicating that Shanghai' s policies on supporting agriculture have effectively promoted the combination of agricultural science and technology and agricultural industries.Second,although the adjustment of agricultural industrial structure in Shanghai has a certain negative impact on agricultural productivity,with the recovery of agricultural technological progress,agricultural production efficiency has rebounded.Finally,this paper provides the following policy recommendations:to maintaining the stability and sustainability of the policy regarding science and technology support agriculture,to increase the cultivation of new agricultural management entities,to promote the coordinated development of high-quality brand agricultural industrial chain.
