摘要：

重庆市十年"天保"禁伐成效显著,林业分类经营改革又成为实现林业又好又快发展的一个新的转折点。其经验值得宣传与推广。针对改革中出现的公益林管护和补偿政策、森林采伐和管理、林权证使用和管理等问题,提出若干改革建议。

摘要：

After 10 years, felling ban in Chongqing Natural Forests Protection Project has made remarkable results. Forestry classification management reform is a new turning point to achieve the fast and good development of forestry. Its experiences are in publicity and promotion. For the following problems in the reform such as publicforest management and compensation policy, forest harvest, forest tenure certification, etc, the paper gives a num- ber of proposals.
