摘 要：
云南省国家公园划占农民土地问题的解决有利于被划占土地农户脱贫致富和社区经济发展、促进国家公园的健康顺利发展、从而推动国家公园管理体制的建立和国家公园管理部门的形成。本文以香格里拉普达措国家公园为例,通过文献查阅法、实地访谈法及归纳法对云南省国家公园划占农民土地的现状进行了研究,发现云南省国家公园在划占农民土地方面存在着部分农户的土地被无偿划占、由于土地权属不清晰,导致管理困难、政府在园区征地的资金不足、征地困难等问题,并分析了这些问题出现的原因;最后提出国家要加强立法工作、加大资金投入,云南省要积极探索国家公园土地产权股份合作新形式,形成多形式、多渠道的资金投入机制等一系列建议,以促进国家公园的健康发展。

摘 要：
Solving the problem of national park occupying farmer' s land in Yunnan Province is conducive to land farmers to get rid of poverty and community economic development,promote the healthy and smooth development of national parks,so as to promote the formation of national park management system and the establishment of the national park management department. This paper took Pudacuo National Park in Shangri-La as an example,studying the status of farmer's land occupied in Yunnan Province by literature,field interview and induction. Then it found that some farmers' land is free occupied,and the national park is hard to manage due to land ownership is not clear,and that land acquisition is difficult for lack of government funds in the park land acquisition. It also analyzed the reasons for these problems. Finally,this paper proposed that the country should strengthen the legislative work,increase capital investment,and Yunnan Province should actively explore the new form of state park land property rights to cooperation,the formation of various forms and channels of funding mechanism and a series of suggestions to promote the healthy development of the national park.
