我国肉羊种业发展的运行机理研究

摘要：

本文在描述肉羊种业发展现状的基础上,结合实际调研的资料,总结出当前我国肉羊育种有政府主导型、企业主导型和科研单位主导型三种模式,并进一步对肉羊种业发展的运行机理进行了深入分析。结果表明:良种的培育既是一个长期的系统工程,也是一个在市场需求、技术、政策、资金以及资源约束下相关利益主体多目标行为决策整合的结果,继而在发展的过程中形成了"政府+科研单位+种羊场"、"龙头企业+政府+科研院所"、"龙头企业+育种协会+农户"和"科研单位+种羊场"四种不同的作用路径和运行机制。通过分析和比较,得出"龙头企业+政府+科研院所"是一种较为稳定、可持续的发展形式。最后从产业宏观发展的高度,提出政府下一步应从培育与发展新的育种主体、建立并完善产学研合作机制以及加大财政资金投入着力。

摘要：

Based on the survey data and descriptive analysis of meat sheep breeding industry of our country, this paper identified three main modes of the development of the meat sheep breeding industry, including government-oriented,enterprise-oriented, and scientific-research-units-oriented. This paper also analyzed the potential development mechanism of the meat sheep breeding industry. Results show that breeding is not only a long-term systematic engineering process,but also a result of the integration of multi-objective behavioral decisions from related interest subjects with the constraints of market demand, technology, policy, funds, and resources. As a result, four different paths and running mechanisms have been formed gradually, including "government + scientific institutes + sheep & goat breeding farms","leading enterprises + government + research institutes", "leading enterprises + associations + farmers"and"research institutes + sheep & goat breeding farms". Through comprehensive comparison among these paths and mechanisms, we found that"leading enterprises + government + research institutes"is a more stable and sustainable form. This paper also suggests that from macro development perspective, the Government should provide more funds to support the formation of new research and cultivation enterprises and to improve the collaboration of production, learning, and research for our meat sheep breeding industry.
