日本远洋渔业支持政策及其对我国的启示

摘  要：
1982年《联合国海洋法公约》认可了海洋沿岸各国有权设定专属经济区内TAC制度后,世界海洋渔业强国的海洋渔业发展战略呈现出前所未有的调整和转型。日本作为世界公认的远洋渔业强国,具有很好的代表性。本文首先对中日远洋渔业发展的基本状况作了比较,分析了日本远洋渔业的财政补贴、渔业调查研究、国际渔业合作、渔业结构调整、远洋渔业作业培训等支持政策,在此基础上提出了日本远洋渔业支持政策对我国的启示:我国政府应加大对远洋渔业的资金扶持力度,培植远洋渔业龙头企业,加大远洋船队现代化建设步伐,加强国际渔业合作以开辟新渔场,深化远洋渔业价值链中的产学研合作等。

摘  要：
It was approved that marine coastal countries have the rights to set the TAC system in "United Nations Convention on the Law of the Sea" in 1982. It results that marine fisheries development strategies is adjustment in many country, like Japan. In this paper, we study Japan`s offshore fishery support policy such as offshore fishery financial subsidies, fisheries research, international fisheries cooperation, fisheries structural adjustment, training, and so on. Then the basic development situation of offshore fisheries was compared with the Sino-Japanese. On this basis, implications were put forward for Chinese offshore fishery support policies.
