河北省压减农业灌溉地下水措施

摘  要:
地下水严重超采已成为制约河北省经济社会可持续发展的重要因素,其中农业灌溉超采占总超采量的70%以上。为深入贯彻落实《国家农业节水纲要(2012-2020年)》精神,河北省确定了以节水和调水为手段,以压采为目标,通过外流域调水、优化配置水资源、建设高效节水灌溉工程、实施管理节水和农艺节水等措施,提高农业用水效率,减少地下水开采,改善水生态环境的总体思路。规划到2020年,深层地下水超采区超采状况明显缓解,浅层地下水超采区基本实现采补平衡,全省农业灌溉减少地下水开采22亿m3左右。

摘  要:
The severe over-exploitation of groundwater has become the major constraint to the socioeconomic development of Hebei province.The groundwater over-extraction in agricultural irrigation took up above 70% of the total over-extraction volume.To implement the requirements of"Outline of the National Agricultural Water Saving(2012-2020)",Hebei province has decided to enhance agricultural water use efficiency,to reduce the groundwater utilization and to improve water eco-environment by means of water saving and water diversion,aiming at groundwater exploitation control through the measures of the diversion of water from inter?basin,the optimization of water resource distribution,the construction of efficient water-saving irrigation project,the implementation of governance water saving and agricultural technological water saving.Hebei province plans to distinctly alleviate the situation of deep groundwater over-extraction region,and to basically realize the balance of development and recharging area of shallow groundwater.Thus it can be realized the extraction volume lessen approximately 2.2billion m3 for agricultural irrigation of the province in the year of 2020.
