科学编制规划 合理引导发展——做好研究所“十三五”科技发展规划编制工作的几点思考

摘  要：
2015年是"十二五"的收官年、"十三五"的规划年,也是国家全面深化科技计划管理体制改革的关键年。面对新形势,科学编制研究所"十三五"科技发展规划是在新常态下谋求跨越发展的必然需要。文章就做好科技规划编制工作进行了相关分析,探讨如何能够制订一个科学且行之有效的科技发展规划,为实现研究所跨越发展提供一定的理论依据和科学指导。

摘  要：
2015 is not only the ending year of the "12th Five-Year Plan" and the preparation period of the "13th Five-Year Plan", but also is the critical period which our country deepen the reformation of scientific and technological system in an all- round way. Under the new circumstances, it is the necessary need for the science and technology development to make institute′s "13th Five-Year Plan". Some analysis were made for drawing up science and technology planning preferably, then these results provide some nice discussions to write a very useful science and technology planning which can be used to guide the development of insitute.
