农村金融生态体系的构建与评价——以浙江省为例

摘  要：
农村金融排斥和城乡金融二元化造成了农村金融生态体系恶化。通过导向性制度设计、地方政策扶持和增加金融供给可以使这一状况得到改观,使"三农"、政府行为和金融深化三要素成为促进农村金融生态体系的持续动力。本文以浙江省11个地级市农村为研究对象,运用DPSIR模型构建了包括5大类22个指标的浙江农村金融生态评价指标体系。研究表明,地方财政货币补贴高的地区福利增幅明显高于非货币补贴地区。金融供给既受制于政策导向,又受制于农村金融需求,而且民间金融和影子银行承担了部分正规金融的职能。通过制度设计、增加地方性财政货币补贴、扩大农村金融供给的弹性边界、依赖金融深化为当地经济提供金融支持,才能形成可持续发展的农村金融生态体系。

摘  要：
Rural financial exclusion and financial maturity result deterioration of rural financial ecological system. Through the guidance system designing,local policy supporting and increasing financial supply can change present situation."Agriculture,farmer and rural area",government behavior and financial deepening will promote rural financial ecological system constantly. With the research object of rural areas in11 prefecture-level cities in Zhejiang Province,this paper uses 2005—2012 data and adopts DPSIR Model to construct the rural financial ecosystem evaluation index,which contains 5 categories and 22 indicators. This research discovers that rural financial ecosystems in developed areas are much better than that in underdeveloped areas,and that financial institutions are subjected to both government policy orientation and rural financial demand,and that private finance has assumed some functions of formal finance. What's more,local governments need to guide farmer to put their income into productive expenditure and provide local economy with financial support.
