英国OIE参考实验室介绍与启示

摘  要：
目前,英国拥有的世界动物卫生组织(OIE)参考实验室数量居世界前列,其为欧洲乃至全球的动物疫病防控工作发挥了重要的作用。本文介绍了英国OIE参考实验室的组成、构架、主要职能、经费来源与运行管理等体制概况,阐述了其政府支持、交流合作、人才队伍与科研能力等体制优势,分析了对我国的借鉴意义,如合理布局、严控资格条件、完善运行机制、加强国际合作等,以期对我国参考实验室的建立与管理工作提供参考。

摘  要：
At present,the number of the World Organization for Animal Health(OIE)reference laboratories in the UK is keeping ahead all over the world,playing an important role in prevention and control of animal diseases in the European Union and even the whole world. In this article,by analyzing the general situation consisting of its composition,organization structure,major functions,source of the fund and operation management,advantages in the following fields were expounded,such as government support,communication and cooperation,talent team,and the capacity for scientific research. For the purpose of providing reference for building and managing reference laboratories in China,some related countermeasures were put forward,including strengthening reasonable programming,controlling qualifications and conditions strictly,improving operating mechanism,as well as further strengthening international cooperation and exchanges.
