免征小微企业检疫费对动监工作的影响及政策建议

摘  要：
基层动物卫生监督机构大部分属于差额拨款和自收自支事业单位,政府免征小微企业(含个体工商户)检疫费后,出现了动物卫生监督机构经费减少以及小微企业难以界定等问题,建议政府出台相关政策,将动物检疫监管费用全部纳入财政预算,加大财政投入,保障检疫工作的健康开展。

摘  要：
Most of local animal health supervision institutions belong to balance allocation and self-supporting units,and introduction of quarantine fees exemption may cause some problems,such as lack of funding and difficultly in defining small business. The local governments should formulate relevant policies to bring all animal quarantine supervision fees into local financial budget and to guarantee normal operation of animal quarantine.
