农业科学院科技资源配置效率研究——基于30个省级农业科学院的面板数据分析

摘  要:
【目的】对30个省(市、区)级农业科学院的科技资源配置效率进行测度,判别其发展类型,为相关部门决策提供参考,从而更好地促进省级农业科学院的发展。【方法】通过构建科技资源配置效率评价的投入产出指标体系,使用数据包络分析中的曼奎斯特指数方法测算省级农业科学院2003~2011年的科技资源配置效率并分析其变动趋势。【结果】省级农业科学院的全要素生产率整体上出现增长趋势,以2.1%的年平均速度递增,技术进步变动率的提升是推动省级农业科学院全要素生产率增长的重要因素,而技术效率的相对作用较小。60%省级农业科学院科技运行效率处于增长型。【建议】开展针对性强的区域性农业科技创新活动、优化整合农业科技资源、根据科技运行效率类型采取针对性强的措施。

摘  要:
【Objective】The allocation efficiency of science and technology resources of 30 provincial academies of agricultural sciences was measured and their development types were identified to provide scientific references for decision-making government departments and the improvement of these provincial academies of agricultural sciences.【Method】Based on the d ata of these provincial academies of agricultural sciences in 2003-2011, the input and output indicators were selected to construct an index system for evaluating allocation efficiency of agricultural science and technology resources using DEA-Malmquist. 【Result】The TFP of provincial academy of agricultural sciences increased at the average growth rate of 2.1%. TECHCH was the major factor for enhancing the IFP. TEC was less related. 60% of these provincial academies of agricultural sciences belonged to the growth type. 【Suggestion 】Regional science and technology innovation activities should be carried out and various agricultural science and technology resources should be integrated.More corresponding measures should be adopted based on the type of operation efficiency of science and technology.
