基于乡村振兴的农村集体经营性建设用地使用制度改革创新——以广西北流市为例

摘  要：
对广西北流市基于乡村振兴的农村集体经营性建设用地使用制度改革创新进行了研究,目前北流市农村集体经营性建设用地入市现状有"入市交易方式多样,以拍卖为主;入市途径多样,以调整入市途径为主"的特点,取得"建立了集体土地建设用地市场,促进乡村产业发展;完善了集体土地入市的规章制度,健全乡村制度体系;开拓了增加农民收益的新渠道,促进农民生活走向富裕"的成效,存在"异地调整入市的利益分配不均,阻碍城乡一体化建设;入市资金筹措困难,削弱乡村社会发展的金融支撑;后期监管机制不完善,扰乱乡村治理秩序;入市用途比较单一,制约乡村文化建设的发展"的困境。借鉴德清模式、陇西模式、南海模式和贵州模式的优势完善模式,得出实现路径:构建收益分配均衡机制,促进城乡统筹发展;完善农村投融资体制,解决乡村资金发展问题;落实"小产权房"监管工作,健全乡村治理体系;入市用途均衡,助推乡村生态文明建设。

摘  要：
This paper studied the reform of rural collectively-operated construction land use system based on rural revitalization in Guangxi Beiliu City. At present, the current situation of rural collective commercial construction land use in Beiliu City has "multiple ways of entering the market, mainly auctions; The characteristics of various ways, to adjust the way of entering the market as the main", achieved "established a collective land construction land market, promote the development of rural industries; improved the rules and regulations of collective land access to the market, improve the rural system; open up new channels to increase farmers' income In order to promote the peasants' lives and become rich", there are "uneven distribution of interests in different places, hindering the integration of urban and rural areas; difficulties in financing the market, weakening the financial support for rural social development; imperfect regulatory mechanisms at the later stage, disrupting the order of rural governance.The dilemma of the use of the city is relatively simple and restricts the development of rural cultural construction. Drawing on the advantages and perfection model of Deqing model, Daixi model, South China Sea model and Guizhou model, the realization path is obtained: constructing income distribution equilibrium mechanism, promoting urban and rural development; improving rural investment and financing system, solving rural capital development; implementing "small property housing" regulatory work, sound rural governance system; balanced use of the market, boosting the construction of rural ecological civilization.
