摘  要：
惠州市连续十三年实施了海洋伏季休渔制度,是全国首个设立"休渔放生节"的城市,休渔取得了积极成效,但仍然存在一些问题。本文根据相关专项调研和调查资料,总结了惠州市执行休渔制度的做法和效果,对存在问题进行了思考并提出建议。

摘  要：
Huizhou is the first city to set up "The fishing ban and Animal Release festival" in china,and marine fishing ban system in summer has been implemented consecutively for 13years.it has achieved significant achievements,but not desirable。Based on special survey and statistics information,the paper has summarized the practice and effect of summer fishing ban system in Huizhou,put forward some thinking to reform the fishing-ban system,provided references for decision-making and management departments.
