摘 要：
水利是国民经济的基础设施和基础产业,实现水资源的优化配置和可持续利用是保障国民经济持续发展的需要。但目前由于引黄农业灌区水费征收工作存在一些问题,水费征收难度较大,导致许多引黄农业灌区经营管理不能良好运行。对引黄农业灌区水费征收难的问题进行了原因剖析,并结合引黄灌区的实际情况,提出了解决这些问题的措施与对策。

摘 要：
Water conservancy is the infrastructure and basic industries in national economy;it is the need of ensuring the sustainable development of national economy to achieving the optimal allocation of water resources and sustainable utilization.At present,due to the problem exiting in water charge work,the difficulty of water charge lead to the poor management and operation in irrigation area.The discussion about the problem of water collection in agricultural irrigation districts along the Yellow River was made,and to solve these problems,the countermeasures were put forward.
