摘 要：
This article examines the present state of development in rice seedlings cultivation in plastic-covered tunnel in an industrialized way in Panjin and the existent problems in this area. In view of these problems, the author puts forward measures to accelerate the promotion of this technology in terms of fund, promotion scope, demonstration system, technical norm, and trainings in an effort to provide reference for the improvement in completely mechanized rice production in this area.
