摘  要：
经济发展对环境造成了巨大的压力,甚至超出了环境承载力的阈值,对人类的生存发展构成直接的威胁。分析了环境成本的组成、环境承载力和经济生产的关系,提出了采用环境成本内部化、经济活动污染防治和控制方式来削减环境成本的思路,为环境成本削减的可行性提供了理论依据。

摘  要：
Due to the aggravate economic activities, huge pressure on the environment was put in more and more regions. Sometimes even exceeded the threshold of the carrying capacity of environment, which caused direct threat to human's existence and development. The relationships among the components of the environment cost, the carrying capacity of the environment and economic process were analyzed in this paper. Ideas for cutting environment cost were put forward by the way of making environment cost interned, preventing and controlling the pollution of economic activities. All these provided academic basis for the feasibility of cutting the environment cost.
