核心企业主导的食品产业链质量安全保障体系研究

摘  要：
产业链上核心企业在食品质量安全控制上具有优势和动力,建立以核心企业主导的食品产业链质量安全保障体系能有效节约监管成本和提高监管效率。通过分析食品产业链横向结构和纵向结构特征下食品质量安全控制现状,通过对食品产业链各环节上不同主体的纵向控制能力进行对比,得出现阶段下加工企业是食品产业链上核心主体的结论,最后构建了以食品加工企业为核心主体,政府、行业协会以及群众监管的食品产业链质量安全保障体系。

摘  要：
The core enterprises of the industrial chain have advantages and power in the controlling of food quality and safety,the establishment of the quality and safety system basing on the core enterprise can effectively save the cost of supervision and improve the supervision efficiency. Through the analysis of the horizontal structure and vertical structure of food industry chain,and through the comparison of the longitudinal control ability,drawing a conclusion that processing enterprises is the food industry chain core body,finally constructing in the food processing enterprise as the main body,core government,industry associations as well as the food industry chain for the quality safety guarantee system.
